I agree. When it comes to policy, Cruz doesn’t do theater. I trust his judgement. He will have a full understanding of what this bill does and does not do before he votes.

If his effort fails he will just look ineffective, and he has a long track record of ineffective. We don’t need a president that nobody listens to, and that’s giving him credit for being sincere.
