That derailer is pretty much useless if a locomotive or car are going over 10mph or so. I’ve seen that style with a streak of that yellow paint missing, due to the wheel flange running right over the top of it.
As a matter of fact, the railroad that I work for has started to phase out that style of derailer, and replacing them with a more reliable design.
