Yes - a mistake was obviously made with the report about the second sighting. Most likely it was a different submarine being misidentified.

It was either another sub or Nessie got out of her pen - it would also explain why modern attempts to find Nessie have been unsuccessful....

Could have been a radio intercept that led the USN to believe it was dealing with the same sub as opposed to a different boat. Decrypts weren’t always perfect I suppose.
