That's also why major supermarket chains don't want to open stores in black neighborhoods. The costs (theft, insurance, getting competent people willing to work in the area, etc) are much higher, and they don't want to see a TV newsbabe comparing price of food in stores in white vs black areas.

All these costs are based on actuarials, these are the cold facts that lead to high incarceration rates. Facts are Racist!

The civil unrest...

Civil unrest consists of marching in groups carrying signs, chanting slogans, singing "We Shall Overcome" or something similar and trying to get others to recognize your concerns. That was how it started off in Baltimore.

What it degenerated into was criminal activity, pure and simple. Had the authorities shot the first few looters at Mondawmin Mall the rest would have scattered like rats, and others throughout the city would have been put on notice that they could be next.

And the "civil rights" interlopers would be screeching no louder than they are anyway.
