Yes there is a legal angle here, and there is a political one. He may not be able to get her on the legal angle (for various reasons), but he may be able to tie her up politically. If she doesn't agree to testify, under oath, that she has given all relevant e-mails to the committee, he gives a ton of ammunition to her political opponents. That could keep her off message, and on defense throughout the presidential campaign. I think that Trey Gowdy is brilliant here.
