Levin: false imprisonment — they arrested this guy with the intent that they knew they didn’t have probable cause.
The cops may have known who he was. He had a long rap sheet and ran from the cops when he saw them. I don’t know what the knife laws are in MD, but at first they reported he had a switch blade.
