In Wisconsin we have a tiny dot — size of a ball point pen lead — that is sandwiched within a solid paragraph of fine print. The registrant is supposed to color in the dot and that is the equivalent of swearing an oath that he is a citizen. I can tell you that the people doing the registration, who usually don’t have very much experience — doing it perhaps once a year for a half hour — OFTEN miss checking that dot. Then they just fill it in later after the registrant has already left the building. (In Wisconsin people can register at the polls.)

That’s it. They are then registered for as long as they live in Wisconsin. Nobody ever asks to see a birth certificate, or any other proof. Nor do they want to see such proof. They don’t ask to see proof of naturalization either. I’ve complained and complained. I had no idea that the Feds were driving this.

One time (when I was poll watching) I overheard an unnerving exchange between a voter and an election worker. He was elderly; and he approached the registrar and said that he was not a citizen, but that he’d lived here 25 years and he wanted to know if he could vote. The ladies at the registration table thought that there was no reason why he should be prevented. It took the Chief Inspector to call a halt to it. The gentleman said he understood, and he left without further incident.

But, those election workers saw no reason to prevent a non-citizen from voting! That is when I decided to become an election WORKER instead of a poll watcher.
