Does selling bags of oranges at the street lights count as panhandling? In Tucson, the panhandlers are street people who sell papers at the intersections. Then they go into the arroyos and light it up.

I live in LA, and there are shockingly few hispanic panhandlers given. There are far more white panhandlers, even though whites are a minority. Not uncommon for hispanic peddlers (flowers, fruits) to work the same off ramps as white and black beggars.

I live SOCAL in the L.A. area and Cruz is right. I don’t recall ever seeing an Hispanic begging in public. They sell oranges or flowers etc. but they don’t beg at intersections holding signs, whereas I see lots of whites and blacks panhandling in that manner.
