Step 1: SEAL THE BORDER.

Step 2: Change the citizenship law so that only children with at least one US Citizen parent is granted US Citizenship. Otherwise the child receives the citizenship and immigration status of the parents.

Step 3: For those here illegally and have never been convicted of a crime, create a new immigrant classification of Permanent Guest Worker, create and issue a new Red Card, and prohibit Red Card holders from ever obtaining naturalized US citizen status without first surrendering their Red Card, returning to their birth country, and applying for a Green Card in the normal manner.

That is amnesty. And it will cost $6.3 trillion. When you reward something, you get more of it. Allowing them to stay and work here is the object of their crime. Citizenship is just the cherry on top.

And legally, how long will the status of a "Red Card" last? The courts would strike it down. In the interim, the Dems will make it a cause celebre.
