Interesting that you defined which area of the DOT those people worked in, that being the “IT” group. Perhaps those who were there were better qualified than most of the blacks. (That is not a racist statement).

I am now in a private company, but this time in the deep south. My supervisor, and his supervisor's supervisor are black. Half of my team is black and about 30% of IT. They are fully qualified for their positions and easier to communicate with the Near Easterners. The nearby military base is a bit of a feeder for the company.

My point was that public positions are not necessarily "jobs for black people".
