They've managed to negate any effective police response all over the city. Listening to the scanner, it sounds like the police are managing to stay about even.
How long that will last is another question.

It seems they are doing B+E’s to get the cops to have to wait for the owners to come secure their property.
That ties up the cops unproductively.
