I wonder if this kind of punitive damage can be discharged in a bankruptcy. Something makes me think “no.”

Chapter 20 - File a 7 to discharge what you can, then a 13 to get rid of most of the rest.

If the state is awarding damages to the newlyweds, it would be in the nature of a tort; if the state is planning to keep the money as a fine, the answer might be a bit different.
