"what’s with 'financially incapable'? since when is poverty a disqualifier for gun ownership?"

Allow me to explain. See the following influential constituencies?

American Fedn of State, County & Municipal Employees $60,949,129 [Democrat] 81% [Republican] 1%”

Leviathan (Uncle Sam employs more people than you think)
National Review ^ | 02/03/2011 | Iain Murray
"...nearly 40 million Americans employed in some way by government."

They are comprised of individuals of both political parties and include many government-linked services that don't really produce anything of value. There are also contractors that produce overly costly but needed items that don't benefit the economy.

They've shut most manufacturing on American soil down (excludes American-"based" manufacturing on foreign soil). We've been seeing a managed shrinking of the economy with efforts to retain flows of debt/revenues to them. Debt continues to pile up, so they fear the long crash being caused by themselves. See the many broadcasts and publications in recent years about end-of-the-world stories.

They are fearful of soldiers and Marines, who mostly come from technically inclined, blue collar families (manufacturing). At the same time, many individuals of the political/regulator class want to become commandos "as seen on TV, so they're jealous of men who have really been soldiers and Marines.

In their minds, they're going to rule the world after the collapse caused by them. See?
