That explains the strange behavior by the cashiers somewhere where Ive been buying boots for 30+ years. Usually I find a new pair I like and wear those to the register and pay new boot price for my old boots in the new boot box. The last couple of times I was told I couldn't do that anymore. I told them I would or they wouldn't make a sale. Both times they did let me do it anyway.

Of course what Im doing is quite a bit different from what you are talking about. Bad interpretation of policy or proper interpretation of bad policy? I don't know but Im going to find out next time.
