More likely they just don’t know yet, and don’t have time to find out for sure which facility had the problem. Or, they don’t have a sure way to tell consumers how they can tell if their package came from that plant. So they just recall it all. It’s expensive and wasteful, but effective.
If the plants have a common supplier for some of the ingredients it could hit different plants in different states. If they do not have a common supplier, we are talking sabatoge.
The commom vector for listeria is contaminated milk. That milk would have been tested and Blue Bell would have certainly went back to their suppliers of milk as would the FDA and Texas Board of Health.
