I thought the same thing. Any responsible gun owner would have taken some sort of concealed carry training course and known that it doesn't work on the streets the way it does in the movies: you don't brandish and have a chat. A well-trained gun owner would've pulled his weapon and opened fire immediately. That's an imminent threat.
Also notice the guy carrying the gun checks the weapon in his waist as he walks down the street.
