In his last election he ran on trying to get voters to approve $7.5 billion in water projects. So they re-elected Brown and approved his $7.5 billion for water.
A couple of years before that, the public scoffed at those projects. When they were 2 years into the drought, those projects seemed silly. But after going 4 years into the drought, they seemed more reasonable
