Situation is *much* worse than merely agreeing to follow the Constitution. The legislation turns things upside down - instead of 2/3 of the Senate needed for approval (the normal course of things), now 2/3 of the Senate is needed to disapproval of this agreement. Assuming it is a “treaty”.

The Senate can't make such a rule change unless it pushes through a Constitutional amendment. In Section 2, Article 2, Clause 2, the Constitution requires a two-thirds vote of the Senate to approve treaties.
