Not that big a deal. The cut is to the Official Delegations members, not staff.
NATO HQ is a huge leaky sieve of intelligence, anyway.

The Russian Ambassador to NATO and three official staffers will still have unescorted access to all areas, anyway.

Some nations have many more than 30 “official” Delegates. Most are political appointments or “honorary’s”

NATO has decided to introduce a guideline limiting the number of staff in partner delegations to 30.... These guidelines apply to “all” partners.

Each partner state will have the chance to decide for themselves which staff members to suspend from their missions. NATO gave the 41 partners states, nine months to comply with the order.

So..., is it that big of a deal to go from 50 people to 30?
and since Nato overall is full of spies from every country represented.
