The measure is titled, Support Assault Firearm Elimination and Education of our (SAFER) Streets Act. It will be put forward by Representative Rosa DeLauro (D-CT).
According to The Hill, the measure will differ from local gun buybacks in that those turning in weapons will receive a tax break rather than cash.

Looks dangerous. I take this to be a wire frame stock instead of Mahogany. I watched a speaker take a standard rifle, and while talking at the podium, convert it into an assault rifle. Holding up the wooden stock he said, “legal” holding up the same gun, now transformed he said, “illegal.” I think it may have been during an actual ban that has now lapsed, if I recall. The one would look good on the den wall. The other would look good in “Gandhi’s back and this time he’s mad!”
It means "Any weapon that you happen to own". And yes, they want to take away from you every weapon that you own, and they're willing to kill you to do it.

If you read the law, it’s a great law. I’d support it.
10 pages, 8 of them defining the different arms the law considers applies.
Then the law: during a two year period, you can turn in one of the aforementioned arms for two $1000 tax credits: one in the current year, and one in the next tax year.
What a great law. I can buy an AR-15 for $700 new and trade it in for $2000 in tax savings. $1300 my pocket, and $700 to the gunmaker of my choice. They should rename this law the “gun owners and manufacturers enrichment act”.
If it actually passed, everybody that pays taxes would take advantage. Considering I just today wrote a multi-thousand dollar check to the IRS, I think this is a wonderful idea.

($2000 tax credit? The maximum current tax rate is 39.6%, so this should put a maximum price floor of $792 on anything that might fit their buyback specifications. Better stock up on .22 target ARs before the 'rats rake over!)
The problem was (surprise, surprise) the sponsors weren't really sure as to what constituted a "assault weapon", so these basically firearms-ignorant do-gooders found themselves making it up as they went along.
Some wise guy took in an SKS, and after he showed them the bayonet, he convinced them that the SKS was indeed, a Dreaded Assault Weapon.
The word got out about this pretty quickly, and some local gunners started buying up all the SKS's they could get their hands on, for the princely sum of $119.00 at the local gun shop.
The "gun buyback" had to close down early because they were paying $500.00 for lots and lots of $119.00 Chinese junk rifles.
No, this is even dumber than I thought. A $2000 actual tax credit for turning in a rifle with a manufacturing cost of $400 should keep every manufacturer and machine shop and running 24/7 building "assault rifles" that the gov't would then melt down for scrap, and the gun manufacturers would then turn back into "assault rifles".
(Much in the same stupid way as Obamacare is doing with the drug industry, with $0.05 pills now selling for $5.00.) Another Democrat WPA type scheme for full employment without any actual gains!

Gun shops can run Tax Credit Specials. Buy a cheap bare bones AR now for your credit and we'll put a hold on a nice build for you next April.
2 for you, two for your wife, 2 for adult kids if they are living with you, etc.
