How are they going to measure this? Mandatory low-flow shower heads that cut out when you have had the minimum amount of water?

Easy.

Calculate an amount of water a household needs without showers and limited each household to that amount.

Local water companies can limit the amount of water a household can use per month by sending very high fines to homeowners who exceed specified level.

They could do this fairly easily. So called ‘smart’ appliances are already becoming the norm. If these regulations go into effect, it could be mandated that everyone must have a ‘smart’ shower head. To activate it, one must have either their ‘smart phone’ nearby or a form of personalized identification that will activate the shower head and limit the amount of water that passes through it.
