The tech exists it is just expensive on a per gallon basis. The new graphene RO membrane will make it economical. Commercial use is still a ways off. Cal. is in a dire situation that the emergency use of RO could have helped. But there are no RO plants to use. You are correct, it isn’t just the Govorner’s fault. The greenies don’t want RO units built because they might hurt the fish. And the dim’s, well they don’t want to offend the greenies so they keep getting greenie votes.
