It reminds me about senior USSR Military officers each having their own ‘political’ officer from the party along with them during their command. At least as envisioned by Tom Clancy. Don’t know how true or prevalent it was.

In the late 1990’s it was “Consideration of Others” but even that did not attack a specific ethnic group.
OBTW one does not have to be dark skinned to belong to an ethnic group, just human.
They certainly used them in WWII; for a time the Nazis had a policy of executing them whenever they were captured. They discontinued it when they realized it stiffened their resolve and made them drive the Soviet cannon fodder even harder.
