Putting a few nuclear power plants on the California coast is probably not a great idea. Remember, Fukishima was earthquake hardened and look what happened there.

All nuke plants in the US now have emergency generators in hardened buildings to be used as backups to the backups.
OK, gas turbines then. I wouldnt worry too much about nuclear, but if water is the issue, I wouldnt let the power source get in the way of a solution.
