The article is just a bit misleading.
The plan isn’t to train actual solar technicians, the goal is to create a cadre of community organizers to teach “solar instructors”, whatever the hell that means.
It appears to be a way of funneling money to community colleges and “tech schools” via useless programs for which students will receive government backed tuition loans or grants. The Velvet Jones Community College for Solar Training would provide certificates for attendance in exchange for Obama Bucks, all on the up and up and in accordance with low expectation “course work”.

So the primary beneficiaries will well paid deadwood at the top and the politicians who will use these newly minted government solar experts to set solar industry regulations, assist congress in crafting crony capitalism outlays, set up and control changes to building codes compliance and enforcement.

All I know is, is that whoever takes over after this rake leaves office, is going to have a big mess to clean up or cover up, whichever.

Since Florida stopped all the utility mandated incentives the solar industry has ground to a halt.
Obama’s step two will be upp’ing the fed incentives and more free fed money for construction.
