I heard this audio clip a few weeks ago. Its not available to the general public, but the story of Reagan's comments are no doubt in California newspaper archives (March 20th, 1970 dates most likely)

These protests were about Nixon's invasion of Cambodia.

Reagan was wise enough not to call out the Guard and start killing the student protestors like the Ohio Guv did a couple of weeks later.
