Signal Hill is a weird little town of only a couple square miles and is completely surrounded by the city of Long Beach. Sounds like the cop is an a-hole.

I grew up in Long Beach. Signal Hill had a reputation then as being a place you did not want to get pulled over. It was common knowledge that if a cop was dismissed from LBPD or LAPD, then cities like Signal Hill and Seal Beach, would take them.

Ask Ron Settles about Signal Hill police, oh wait, my bad. He committed 'suicide' after getting a traffic ticket in SH.
