There is no need for such a “compromise.” Illegal Aliens already count 1/1 for representation, creation of districts, etc. And, when the Census has trouble counting them, they “impute” the numbers.
I’m surprised by that; here in NJ our population is only kept stable by illegal aliens, and we still lost an electoral vote.
