No one but Jeb would want Rubio as VP but as you point out, that is geographically bad.
Rubio is a blocker for Jebster, same as Graham. I’ve seen this playbook before.
Fred Thompson played blocker for McCain.

I don’t think Jeb could choose Rubio as his running mate if he gets the nomination, since they both live in the same state. Remember that Dick Cheney moved to Wyoming when George W. Bush chose him as his VP because Cheney was also a resident of Texas

Marco Rubio was born in Miami in 1971. His Cuban parents did not become United States Citizens until 1975. He is NOT a natural born Citizen of the United States.
