Kansas to allow concealed guns without permit

Gov. Sam Brownback expected to sign bill

Kansas will join a handful of other states that allow their residents to carry concealed firearms without a permit after a bill backed by the National Rifle Association was approved, The Associated press reported.

Republican Gov. Sam Brownback is expected to sign the bill despite some lawmakers' apprehensions about the state dropping its requirement that anyone seeking to carry a concealed firearm undergo at least eight hours of training. According to the NRA, Kansas would become the fifth state to allow concealed carry without a permit everywhere within its borders.

The House approved the bill Wednesday on an 85-39 vote. The Senate passed it last month, but a House committee made a technical change that senators had to review. The Senate approved the bill 31-8 about two hours after the House's vote.

The NRA says only Alaska, Arizona, Vermont and Wyoming allow guns everywhere in the state without a permit, though Montana allows it without a permit outside of cities, which is most of the state.

Brownback's office didn't tell the AP what his plans are, but he's signed every other major gun-rights measure sent to him since taking office in January 2011.

Kansas government allows citizens Constitutional rights, quits overstepping 2nd?

Is that what the title should actually be if the writer/headline writer wasn't a flaming liberal?

If those legislators are so concerned with a lack of training, then the logical solution is to make firearm safety a required subject in public schools. Problem solved.

We passed constitutional carry through the WV Legislature; rat bastard Gov. Earl Ray Tomblin vetoed it.

Yes, he's a 'rat. One of the very few left in our State gummint.

No. A headline should state the facts as clearly and concisely as possible without editorializing. That's what that headline does.

We went from no concealed carry and city restricted open carry to permit concealed carry, unrestricted open carry and now constitutional carry in just a few years. Local elections are important.

I think the original headline tells the average reader more precisely what they did. I hate biased headlines, but this isn’t one.

It is a matter of assumptions about the rule of law. The original headline assumes that everything is forbidden except what is allowed. The headline I proposed assumes that everything is allowed except what is forbidden.

Kansas did not always have restrictions on people carrying concealed weapons. This bill removes restrictions that were created by law. It does not create the ability to do something that did not exist before.
