I think the idiot reporter threw in that quote from "Montgomery County" in to fill out the story. Reading through, they mention Loudoun, Fairfax, and Braddock, all in Northern Virginia.
I contend that it's still an idiot reporter, since not only die he quote a Maryland spokesperson (Dana Tofig is from the Public Information office of Montgomery County, Maryland), he also misspelled "Loundoun" [sic] County.
