Scott, a senior at Alabama A&M University, had lived in Pasadena Hills during high school. Her father, a former St. Louis County police officer, works for Walgreens. Her mother is the principal of a local elementary school. Last summer, when Scott was home visiting her family, a notice was placed on her car.
Parking had never been an issue in her quiet, suburban community. Pasadena Hills is small, with a population of less than 1,000. But the municipality had recently passed an ordinance requiring those parking overnight to display a $10 residential parking sticker on their vehicles. The notice ordered Scott to come to City Hall to obtain the sticker.

They sent me a letter and said there would be a warrant out for my arrest if I didnt come back for this, Scott told The Huffington Post of her court appearance. For $10. For parking in front of my house.

Very good point; you could go to all sorts of parts of the U.S. and Canada and see the extra fees and surcharges and parking/speeding ticket quotas, etc. Most if not all of it goes to covering the goodies that allow public servants to work less and retire earlier than their private sector counterparts.
Regardless the problem, the blame can nearly always be traced back to a leftist policy.
In this case the police are doing what they are told. Its the politicians causing this. They’ve found a way to tax without passing one of those pesky laws.
The people themselves need to accept some of the responsibility.
Someone's getting paid but I doubt it's the police or average public employees. Police departments are part of the racket that is St. Louis County suburbs. I live just east of Kansas City and Jackson County has 19 municipalities incorporated within the county borders, two of which are Kansas City proper and Independence. St. Louis County, on the other hand, has 90 municipalities. One of the municipalites, Bellerive, has a population of 188 and a 23 person police force! The equivilent of 12% of the city's poplulation are cops. These forces exist for one reason, revenue generation. Not to prevent crime. Not to serve the public. But to cite anything and everything they can and generate revenue. So again, why should anyone, black or white, support their police and automatically do what they say when all they are going to do is find a reason to fine you?

No doubt. In some of these suburban sewers there is no other way of getting revenue except the police. There are no stores, so no sales tax revenue. Property values are minimal. Tickets and citations are the only way to get funds.
DOesn’t sound much different than Los Angeles, it is just plain RACKETEERING, which is why I personally believe the vast majority of cops belong in PRISON with their masters, the politicians that setup this scam.

Assuming, for the sake of argument, that you're correct in this case, that justifies using the police as a money maker?

The conservative position is that if there is no revenue source you just have no services. Problem solved.
Why the focus on Ferguson alone? It seems that the leftists have to pin SOMETHING on Ferguson police to make up for their failure to destroy officer Wilson.
There are a lot of burbs that are just bedroom communities - no business - they get all excited about "converting" a former industrial site into homes but never think about the longer term costs to the town.

It doesn’t justify it, it explains it. Big government is always oppressive and corrupt. Our founders new that. I guarantee you that many of the same citizens complaining in this article go out and vote for big government at the local, state, and federal levels every election. They want big government, but they want someone else to pay for it.

It’s usually the left that is decrying the fleecing being done in Ferguson,
so I’m pointing my finger squarely back at them.
They never accept the responsibility for the consequences of the policies they put in place.
Ferguson is just the poster child for North County. Actually I believe the Justice Department report was critical of a lot of the suburbs surrounding Ferguson, as well as Ferguson itself.
