Depends on what youre asking them to do.

Something as complicated and sensitive as food allergies it should probably be a specialist. Not a bakery clerk. Now I’ve met some mighty fine bakery clerks and I’d trust them to do anything they could to help. I wouldn’t trust them to understand food allergies.

When their training equals their wages. Low wages equals little or no training.
