Congress has capitulated everything to the states and the judiciary.
My US rep said in a townhall recently that he had had breakfast with Justice Scalia that week and Scalia told him the SCOTUS was getting weary of bailing Congress out.

THAT is good news... might mean they’re going to follow the actual wording of ‘state exchange’ instead of trying to interpret Congress’ intent with zerocare.
