As of 2000, Claiborne County had the 3rd highest % of Black residents of any county in the nation: 84%. The White pop as of 2010 stood at 14% (and still declining). There’s fewer people now in that county since the late 1820s (not 1920s, 1820s). The likelihood of a White person committing this act (based on racial and criminal demographics in this county) is almost zero.
