And Black Flight makes it worse. The sum of it is not really White Flight but rather the decampment of actual families who eschew welfare and drugs. I live in a working class "white" neighborhood that includes a fair sprinkling of Negro families. Most of them have left Glenwood because they care about the schools their kids will go to, and- the big difference in character- they own their homes. The difference in character of a neighborhood of single family houses is the difference between rental houses and owner occupied houses. I saw that in the 70s living in a two block enclave of owned homes in the very Negro Southside of St Petersburg as the only white family in that enclave. The little neighborhood was pleasant and the neighbors all were neighbors.
