The mailers are paying for it to get delivered. That’s pretty much the theory behind charging them postage.
If you want to drop off tens of thousands of letters presorted in route order to your local delivery substation you, too, can get that artificially cheap postage rate.
Of course it’s not really artificial, each class of mail is designed to pay for itself, although bulk business mail aka junk mail usually ends up subsidizing the first class volume. Two junk mailers alone pay the USPS over a billion dollars per year in postage.
The real cost of junkmail would be determined by sending it Fedex.
