It seems to me that a mock up with which to run scenario drills on "what to do in case of a perimeter breach" presupposes that somebody is going to breach the perimeter. It is a plan that expects failure.
Not worth the time or money.
Plus, it would be a big pay and benefits increase to the ex-military types who would be hired.

It won’t help guard entry points that every agent should know is there.
It won’t stop people from jumping the fence and running into the White House unchallenged.

This is silly. All they need to do is continue making the Secret Service more diverse. They need more transsexuals, gays, undocumented “workers”, and so on.
