Its money is due to expire Oct. 1. Hmmmmmm. Is the not-very-free press deliberately comparing the two sums over different time periods to make the children's program appear much smaller than it actually is?

Yes, yes they are.
Media expects 5% of this money will end up in their pockets advertising costs of consumer spending). So they want the government to spend the money.
They also don’t want the conservatives to be able to attach a cost-cutting amendment to a CHIP bill later.

Harry Reid watches out for the media’s profits and the media watches out for him.
