By "students" they mean "teachers and their union".

Let’s see. DPS has 400 administrators. The Teachers Union is complaining that DPS spends $68 million for them. Two conclusions: (1) May I please become a DPS administrator? That’s $170,000 a year on average. (2) The administrators must not be CEA members.
