Can you show me where in the Constitution it says it’s Senators job to give civics lessons to foreign leaders?
It’s their job to ratify treaties, so they do have a vested interest in making sure the process goes as constitutionally outlined.
And as governmental leaders, it is their job to set the correct expectations between governments. They apparently think Obama was failing to do so, so they moved to make sure everybody was understanding the playbook.
