There is NO way that the Dems or Obama will allow that to happen. That would turn Pennsylvania into a red state.

Virginia had no say in the creation of West Virginia. But Virginia wasn’t part of the Union; they seceded. But secession is illegal, so a war was fought to quell the rebellion. But Virginia never lost its statehood, so it should have had a say. But we were at war ........

I don't see how that would apply. These counties/cities aren't trying to form a new state, they're simply trying to leave one and join another. The only possible argument is 'state formed by the junction of two or more states', but again, there's no new state being formed, the boundary lines are simply being redrawn. Either way, I think NYC would be happy to get rid of the slightly more conservative rest of NY, and the other states likely wouldn't mind getting them!
