He served as special counsel to the President from 1996 to 1998, during which time he also was the spokesman for Clinton in issues regarding campaign finance investigations and other legal issues, including President Clinton's impeachment trial.......

He has "built a client list that now includes oligarchic coup supporters in Honduras, a dictator in Equatorial Guinea, for-profit colleges accused of exploiting students, and a company that dominates the manufacture of additives for infant formula", as well as an "Ivory Coast strongman whose claims to that country’s presidency have been condemned by the international community and may even set off a civil war". Among his clients are "Ivory Coast leader and flagrant human rights violator Laurent Gbagbo" and "Teodoro Obiang Nguema Mbasogo, the longtime dictator of oil-rich Equatorial Guinea." "Just as Davis was assuring the American press that his client, Gbagbo, opposed violence, Gbagbo's forces were in fact mounting a campaign of organized violence against the opposition". The latter representation has earned him criticism from human rights groups, who claim that he "appears to be engaged in little more than a whitewashing exercise designed to rehabilitate the image of the Obiang regime on the international stage". One day ahead of Hillary's appearance at the Clinton Global Initiative University Conference, which is being held at UM's Coral Gables campus, her husband addressed hundreds of students at the event. Outgoing UM President Donna Shalala introduced President Clinton as "my friend, the Supreme Guardian of the Galaxy.".....
.....Students attending the conference said they are excited at the opportunity to see the Clintons in person and downplayed the controversy surrounding Hillary. "I feel like some people are entitled to their privacy," said UM student Kelsey St. Edward.
"I mean, I don't think she did it on purpose," said University of South Florida student Colleen Naughton. "It's just like this kind of loophole that they're catching her in. Benghazi and Libya were more of a big deal, but they're just scrounging for any sort of issues."
"It's unfortunate right now that they're bringing it up, because I feel like she is one of the top candidates, and I think that's why a lot of the other candidates who are potential runners are using this against her at this moment," said University of Houston student Kevin Kwok.
The conference is taking place amid reports that Shalala, the former Secretary of Health and Human Services under President Clinton, has been tapped to head the Clinton Foundation. Bill Clinton confirmed the reports at Friday night's event. "I intend to recommend to our Board of Directors, with the full support of Hillary and Chelsea, that she be named the president and chief executive officer of the Clinton Foundation," he said as Shalala stood by his side.
Shalala will be leaving UM later this year. The Clinton Global Initiative's Board of Directors will have to approve her appointment."
