Illegal drugs are the scourge of society.
What's happening is basically a general approach taken by Australian governments since the 1970s when the death penalty was abolished here. Australian governments have seen themselves as having a duty to do what is diplomatically possible to spare them the death penalty. I'm, personally, not in favour of that, but it is something that is kind of expected at this point, and if the Abbott government didn't do it, it would have significant domestic political consequences.
Nine were arrested, and seven have avoided the death penalty primarily because they are seen as having been naive and stupid. These two were ringleaders who knew exactly what they were doing. Indonesia has shown leniency and mercy to the other seven, which I think some people have forgotten here.
Legal drugs are too. IE: Alcohol, prescription narcotics, caffeine, etc.
