I would imagine that the administration is trying to “update” the House and Senate on some of the details they “overlooked” and failed to inform them about. When the committees discover they’ve been kept in the dark and played for fools its not going to go over so well.
The problem is that Congress knows, but even now when the GOP holds the majority, they’re too scared to do anything.
