I don't know how it is in your state but here, the local constable and every other leo in the state have the authority to arrest anywhere in the state and in "hot pursuit" or "fresh pursuit" even cross state lines into bordering states, with whom we have reciprocity agreements.

I don't doubt that the school librarians and Walgreens checkout clerks would join the chase and shoot an offender full of holes long before they reached the city limits.

When everything is illegal everyone is a criminal, right?
