There is a benefit to funding DHS one week at at time. DHS can’t make grants when being funded that way. It would be nice if all the departments could be funded that way with a week being skipped now and then to keep them from shuffling the books around enough to make those grants.

I'm still wondering why this funding isn't voted on as a CR. Wouldn't that de-fund the immigrant inclusion ?
Hell, that Rats kept government floating for almost 7 years with CRs.
