Actually, the FCC did post a document about new Net Neutrality regulations, got a gazillion public comments, then claimed they were modifying the proposed regs due to the public comments.
However, because they refuse to post the voted-on-and-approved regs, we do not know what changes they made to what was posted for public comment.
