Makes no difference if Congress will not act! So far, I see another bonus for her...geez! We are living in an age of Executive crimes that are excused by the Congress because it is convenient (and makes no waves in the news). Go GOP, you bunch of wimps! You Democrats are also part of this problem and it will come to haunt you someday (I surely hope)!
