No, this was not Boehner plan. The TP pulled a fast one and voted w/ the dimmis.
The good news is that as long as the dimmis remain intransigent on any restrictions the TP can thwart the RINOs.
The bad news is that when the RINOs float a bill the dimmis like; game over.
Boner has one right answer and that is to come up with something his own republicans including TP can support and stop worrying about the blame game.
